Max Desiatov ab71e3d692 Make immediate mode (-interpret) an optional build feature (#90329) ...

The compiler always builds and links `swiftImmediate`, which needs LLVM's ORC/ExecutionEngine JIT that a JIT-less WebAssembly host lacks. A new `SWIFT_BUILD_IMMEDIATE_MODE` option (default on) gates the library and its uses behind `#if`. With it off, `-interpret` reports a diagnostic instead of failing to link.
