Evan Wilde d55f258f26 ELF: ReflectionContext extract metadata with table ...

Migrating ReflectionContext to use the symbol to grab the table and
extract the metadata section start/stop pointers. This design fully
avoids parsing any ELF and only touches data that we actually need to
poke at, without scanning tables or manually applying relocations.

This also means that we no longer need the "FIXME" segment covering the
entire object file trying to capture the section header table.
