Konrad Malawski a890722919 [Distributed] @R must properly handle #if ... blocks in protocol

We fix this by just mirroring the #ifs into the generated $Proxy type,
because if the requirement is there, the stub must be as well. But we
don't really need to understand the conditions, we just need to emit the
same conditions in the stub.

This supports nested blocks as well.
