John Hui 53a67a2576 [swift-synthesize-interface] Fix help banner and stderr routing

The -help banner showed "USAGE: swift-frontend" because it derived
the executable name from the resolved symlink target. Use argv[0]
instead so the user-facing tool name is preserved.

Also route CompilerInstance setup errors to stderr instead of stdout,
for consistency with other swift-synthesize-interface errors.
