Add the `EmscriptenLibc` standard library overlay for `wasm32-unknown-emscripten`, layered on the `emscripten-libc.modulemap` from the build-system branch. This change provides the module surface (`EmscriptenLibc.swift.gyb`, `SwiftEmscriptenLibc.apinotes`), the `os(Emscripten)` `errno` table, Emscripten `argc`/`argv` and `swift_stdlib_random` handling, and the static link arguments. Everything is guarded for the Emscripten target, so host builds are unchanged.
