Extract the WinRT module from WinSDK. This resides in a separate directory (winrt). Similar to how the UM and shared directories are now proper submodules, create an isolated subdirectory for the system vended WinRT module. Unfortunately, due to a cycle, we need to add a shim header to allow us to break the WinSDK.UM/WinSDK.WinRT interdependency.
