Anton Korobeynikov d496676c72 Do not emit differentiable_function instruction if we know that the original function is @differentiable (#93546 )

Simply extract derivative in such case. To guard from valid SIL that
does this, make such SIL a no-op during LLVM IR generation. This also
reduce some code duplication here and there.

Fixes #93536

Differentiable Programming Test Suite

This directory tests differentiable programming in Swift, described in docs/DifferentiableProgramming.md.

Tests are categorized in subdirectories mimicking the directories in test/.
