Introduce com_method to look up an interface requirement in a COM vtable. The instruction borrows its receiver and produces a context-free callee with the COM method convention, keeping interface dispatch distinct from Swift witness-method lookup. Accept requirements declared by the receiver's interface or an inherited interface, including accessors. Reject extension helpers, which have no interface vtable slot, and require the receiver archetype to conform to the declaring interface. Support the instruction throughout SIL construction, verification, cloning, serialization, and optimizer analyses. SILGen emission and IRGen lowering remain separate steps.
