Michael Spencer 188ebb0320 [Dependency Scanning] Report Clang module directory dependencies (#93151) ...

Carry the directories each Clang module depends on the listing of
(ModuleDeps::DirectoryDeps) through the scanner, the serialized scanner
cache, the JSON output, and libSwiftScan
(swiftscan_clang_detail_get_directory_deps).

Clients report the paths that changed since the previous build through
swiftscan_scanner_add_invalidated_paths, before the scanner's first
scan. They are forwarded to the Clang scanning service so that scanning
modules depending on them are rebuilt, and a Clang module loaded from a
serialized scanner cache is treated as out of date if any of its
directory dependencies were reported.
