Slava Pestov 4997a5d791 Sema: Fix unconditional recording of rawValue fix in repairFailures() ...

matchTypes() doesn't propagate TMF_ApplyingFix correctly, so
we would end up recording a fix when we shouldn't. This meant that
in diagnostic mode, certain conversions involving a RawRepresentable
type would fail, even if the conversion was valid, because we were
unconditionally generating this fix.

Work around this for now by copying and pasting the same hack
that appears elsewhere in this file. We should really clean this up
though.

This fixes an immediate regression with -solver-enable-short-conversions,
but there was an existing case that was broken. I added a test for it.
