Franz Busch 1f6a97e436 [Synchronization] Fix CI failure: mark Counter @available for Atomic ...

Atomic<Int> requires SwiftStdlib 6.0, but Counter was declared
unconditionally, breaking builds targeting macOS < 15. Counter is only
ever instantiated inside the existing `if #available(SwiftStdlib 6.5,
*)` guard, so annotating the type itself is sufficient.

Verified locally against the real toolchain with the project's
availability-macros.def definitions and a macOS 13 deployment target,
matching what broke in swift-PR-macos-smoke-test/31025.
