Kavon Farvardin eda55426d3 LifetimeResolutionDiagnose: new pass to emit deferred diagnostics ...

Add a pass, run right after LifetimeResolution, that re-derives each
resolvable root from an address and turns the `diagnose
[unpermitted_copy]` markers LifetimeResolution leaves behind into
user-facing diagnostics, then removes the markers. Keeping this
separate from LifetimeResolution itself avoids coupling the demand
analysis to diagnostic quality/wording concerns.
