Allan Shortlidge 50f9ce4f28 Parse: Accept @called(exactlyOnce).

Parse `exactlyOnce` as an argument of `@called` in function types and
closure attributes, and resolve it to exactly-once execution semantics for both
Swift and SIL function types. Exactly-once values are noncopyable, consumed by
calls, and passed `consuming` by default, just like `@called(atMostOnce)`
values. Nothing enforces a call on every path yet, and no conversion
distinguishes the two kinds yet.
