Hiroshi Yamauchi 8213dba274 Add @specialized for generic declarations in non-defining modules (#93797) ...

Behind the experimental feature `ExtendedSpecializedAttribute`, allow a
module that doesn't define a generic declaration to export
specializations of it, with `@specialized(exported: true, ...)` on a
declaration without a body, which names an imported function or member,
or on an extension of an imported generic struct, enum or class. The
module creates the specialized bodies from the defining module's
serialized bodies and exports them, so other modules can call them
instead of emitting their own. The definitions are weak, since several
modules can export the same specializations. In Embedded Swift, an
extension also makes the module own the specialization's metadata, value
witness tables and the witness tables of the type's conformances
declared in the defining module or in this module. It is currently only
allowed when library evolution is disabled.
