Erik Eckstein 382539f736 cmake: workaround for swift-syntax targets being rebuilt on every build
With CMP0157 OLD, the object files and the swiftmodule are outputs of the
single build step which compiles and links a Swift target. The frontend
doesn't re-write such files if their content did not change. Their mtime is
then older than the inputs and ninja considers the target (and everything
which depends on it) as dirty on every build.
swift-syntax itself doesn't handle this anymore, because it assumes that
CMP0157 is NEW. Remove this once the Swift language is enabled with CMP0157
NEW in the top-level CMakeLists.txt.
