Cyndy Ishida 8f956014a4 [stdlib] Install the parent module map for Swift shims on all platforms (#93541) ...

Install the parent module map to resolve `SwiftShims` everywhere, so
clang does not need to implicitly search subdirectories of search paths
to resolve the clang module. This patch brings parity to non-darwin
platforms.

Clang will no longer support searching subdirectories of search paths by
default for modulemaps in a future update. It is already off by default
on Darwin.
