Restore the execution semantics field in `ExtendedFunctionTypeFlags` to encode at-most-once and exactly-once semantics alongside the inverses. There may be other kinds of function in the future that suppress the same invertible protocols, and at that point it will be clearer if the semantics are modeled explicitly, even if we could technically disambiguate the types with fewer bits reserved overall.
