Charles Zablit 3e084bf146 [IRGen] Emit Swift builtin types and metadata aliases as structs in CodeView (#93557) 
CodeView does not store typedefs and lowers pointers and basic types to
unnamed simple types. In lldb, NativePDB sees `$τ_d_i` as a C `void *`
and lldb hits the `Verify()` assert in CompilerType.cpp.

This patch makes CodeView emit Swift builtin types and the metadata
alias `T` as structs whose unique name is the Swift mangled name.

This does not affect DWARF.

Replaces https://github.com/swiftlang/llvm-project/pull/14736.
