Allan Shortlidge 775dda4974 Sema: Remove the availability_string_subscript_migration diagnostic. ...

This diagnostic was introduced to help migrate code from Swift 3, where
String's Range subscript returned String, to Swift 4, where it returns
Substring. The obsoleted-in-Swift-4 shims that kept the old subscripts around
were removed from the stdlib in 2018, so the diagnostic can no longer be
triggered by any real code. The test/Migrator tests that were meant to exercise
this fix-it were XFAIL'd from the day they were added and can be deleted as
well.
