A COM interface's IID fixes its requirements across module versions. Compiling its declaration with library evolution must not make the interface eligible for resiliently added requirements. Classify COM interface protocols as non-resilient in the AST so SILGen does not create default witness tables and protocol descriptors do not advertise resilience. This also gives IRGen's layout and conformance queries the same answer without separate COM exceptions.
