The optimizer already folded `_stdlib_isOSVersionAtLeast()` checks that will always return true. Fold calls to `_stdlib_isVariantOSVersionAtLeast()` and `_stdlib_isOSVersionAtLeastOrVariantVersionAtLeast()` as well, so that unnecessary availability checks can are also removed from zippered macOS libraries and modules built for macCatalyst. This is important because many low level libraries on macOS (the standard library included) are built zippered and therefore were previously not getting the benefit of this optimization.
