Implement @section for functions as spelled out in the proposal, which includes: * Inference rules for @section on local functions/closures * Support for @section on closures * Propagation of @section to async funclets, generic specializations, etc. * Lifting restrictions on @section for generic functions (not variables) Tracked by rdar://178898017.
