Protocol descriptor emission uses the module's resilience to decide whether to emit method descriptors and Swift witness dispatch thunks. This still emits those entry points for COM interfaces even though their requirements have a fixed layout and calls use the foreign vtable. Exclude COM interfaces from that resilience policy and apply the same rule in SIL symbol discovery so the exported-symbol list agrees with IRGen. Preserve the existing policy for ordinary Swift protocols.
