Saleem Abdulrasool e96bdabfa0 Windows: split WinSDK into external components
Clean up the WinSDK module. Rather than pulling headers from across the
various subdirectories, introduce a top level WinSDK module that resides
in the versioned directory. This module pulls in the UM (usermode) and
Shared (kernel mode + usermode) modules. This restructuring allows us to
remove the `_GUIDDef` workaround that we had, allowing that to be folded
properly back into the appropriate home. This has a small cost
associated with it: we must inject a few additional files and flags into
the importer. Overall, this feels like we improve the module structure
making it easier to extend in the future.
