Adam Cmiel c1ef74ee72 [PrintAsClang] Print top-level @objc functions in the Obj-C header (SE-0495) ...

Relax the CDeclAttr-only assertion in printAbstractFunctionAsCFunction
to accept any C-exported function via getCDeclKind(), so @objc globals
print as SWIFT_EXTERN declarations with their Objective-C parameter and
result types, including bridged types (NSString, NSArray, NSDictionary).
