Anthony Latsis d7f6fe5066 minimalstdlib: Archive with the just-built LLVM tools ...

The minimal stdlib builds with `-lto=llvm-full`, so its Swift objects
are LLVM bitcode. LLVM 23 bitcode uses the new function attribute
`nocreateundeforpoison`. The `ar`, `ranlib` and `lipo` in Xcode 27.0
(`27A5209h`) ignore `LIBLTO_PATH` and use the bundled libLTO, which
cannot read this attribute. `ar` then writes the bitcode member with
size 0 and no diagnostic, and `lipo` fails on the result.

Use `llvm-ar`, `llvm-ranlib` and `llvm-lipo` from the just-built LLVM
instead.
