Pavel Yaskevich e25cacf116 [Concurrency] Allow transferring nonisolated(nonsending) to isolation boundary closures ...

Isolation boundary closures don't assume parent isolation and should
be able to get `nonisolated(nonsending)` transferred to them jus
like regular nonisolated closures do.
