Ebuka Ezike 3a377608e2 [swift][build-script] Enable split-dwarf for RelWithDebInfo on Linux and FreeBSD (#87743 )

split-dwarf is enabled by default on non-release builds instead of
builds with debug info, which incorrectly excludes `RelWithDebInfo`
builds.

Support split-dwarf on FreeBSD

swift_build_support

swift_build_support is a Python module containing functions and data structures used by the Swift build script.

You may run unit tests for swift_build_support from the command line:

$ python3 utils/swift_build_support/run_tests.py
