Erik Eckstein 4824d6d940 Swift SIL: improve BasicBlockRange and InstructionRange and add tests
* add `BasicBlockRange.inclusiveRange`
* add `insert(contentsOf:)`
* add the RangeDumper pass to dump ranges for testing
* and add a test file
