Finagolfin 1d8a95fab3 [build] Make the new --cross-compile-build-swift-tools flag public

This new flag makes it easy to build Swift cross-compilation toolchains, by
disabling cross-compilation of all host tools, like the Swift compiler and
various macros, building on prior pulls #38441 and #82163.

Also, add two class methods to the Testing macros product so it works with #83260.

build_swift

The build_swift module contains data-structures and functions used by the Swift build-script.

Unit Tests

You may run the unit test suite using the command:

$ python3 utils/build_swift/run_tests.py
