Erik Eckstein 2f890dcbbf SIL: some improvements to the BasicBlockBitfield utilities
* add a BasicBlockSetVector class
* add a second argument to BasicBlockFlag::set, for the set value.
* rename BasicBlockSet::remove -> BasicBlockSet::erase.
* add a MaxBitfieldID statistics value in SILFunction.cpp
