Erik Eckstein 4c65062bdf rebranch: change some uses of Optional to the new API ...

`getValue` -> `value`
`getValueOr` -> `value_or`
`hasValue` -> `has_value`
`map` -> `transform`

This change does not cover all uses of the old API. Other warnings are worked around in llvm by https://github.com/apple/llvm-project/pull/5618
