Charles Kerr 1d433cddca feat: hold a lock on the session's config dir (#9022) ...

Add an advisory lockfile for Transmission sessions. This can be used to
warn if we try to start a session using a config dir already in use
to safeguard against two sessions overwriting each other's config files.

The lock lives on an open file descriptor, so the kernel releases it
when the process ends.
