3e0f392bd8 Revert "fix to use yarn in yaml-language-server" 
This reverts commit 25b05bcd98.

Since yaml-language-server is available via npm, we can use npm to
install the server again. And npm command is more available than yarn.

f84d880d8a Warn when user requests install of something disabled by config 
This is now not possible thanks to the prior commit, but would also lead
to the user confused that they've installed something and it is still
disabled in vim-lsp-settings.
