Define development-only defaults for the session, remember-me, and trusted-device cookies, then wire them into the dev Symfony configuration. This keeps production and test behavior unchanged while making the development cookie namespace configurable as one reviewable foundation. Docker-specific port suffixes are intentionally deferred to the next commit.
