Yassine Guedidi 60764d7c65 Make Docker development port configurable ...

Use PORT to select the host mapping while keeping the container port fixed at 8000, and derive the Compose base URL from the same value unless it is explicitly overridden.

The Compose configuration, default environment, and developer documentation form one configuration contract, so they belong in a single reviewable commit.
