## What does this PR do? Bumps Darwin deployment targets. In order to better integrate with SwiftBuild we need to pull in swift-tools-protocols which [requires](https://github.com/swiftlang/swift-tools-protocols/blob/4345e69c5572ec3d1f737fba90bca024b32da5cf/Package.swift#L210) macOS 14 / iOS 17. ## How was it tested? - [x] CI - [x] Did a local smoke test to ensure `xtool` still runs ## AI tool usage How much of this PR was AI-assisted?
