The requirement goes back to implemented after review, and the header
name helper moves next to the cfg emitters that use it.

Helpers used only by the popen, pclose, system or posix_spawn wrappers
are compiled under the same cfg as those wrappers, so Android builds no
longer report them as dead code. The same goes for three test helpers
on Windows.
