The ce:compound schema forced all learnings through a bug-fix lens --
symptoms, root_cause, resolution_type were required even for best
practices and workflow improvements, causing awkward field mappings.

Introduces track classification: problem_type determines whether a doc
follows the bug track (with diagnostic fields required) or the knowledge
track (with those fields optional and a distinct template using
Context/Guidance/Why This Matters/When to Apply/Examples sections).

Scopes rails_version to bug-track only. Includes backward compatibility
rules so ce:compound-refresh won't churn through legacy docs.
