Trevin Chow b4f6630fa7 fix(ce-resolve-pr-feedback): define one change set for validation and commit (#1815) ...

Every fix-list item ends with a per-item result whether a fixer or the
orchestrator produced it, and validation, staging, and the red-result
branches read the union of those results instead of fixer-only predicates,
so a failing inline fix can no longer be labeled pre-existing and pushed.
