fxa-agent[bot] 032cc953e3 fix(auth): build sign-in email code from the session token 
Because:

* Every sign-in in one time step got the same verifyLoginCode,
  because the code came from the account emailCode.

This commit:

* Builds the sign-in code from the session tokenVerificationId.
* Keeps emailCode for unverified accounts, so signup is unchanged.
* Rejects verify_code and skips resend_code for a verified session.
