Junio C Hamano 21c234873d Merge branch 'da/cargo-serialize' into maint-2.51 
Makefile tried to run multiple "cargo build" which would not work
very well; serialize their execution to work it around.

  Makefile: build libgit-rs and libgit-sys serially
