Documentation/amd-pstate: Add documentation for amd_pstate_floor_{freq,count}
Add documentation for the sysfs files /sys/devices/system/cpu/cpufreq/policy*/amd_pstate_floor_freq and /sys/devices/system/cpu/cpufreq/policy*/amd_pstate_floor_count.
