tools: Sync if_xdp.h uapi tooling header

Sync if_xdp.h uapi header to remove following warning:

  Warning: Kernel ABI header at 'tools/include/uapi/linux/if_xdp.h'
  differs from latest version at 'include/uapi/linux/if_xdp.h'
