Han Wang 6065a67267 cpufreq: remove useless INIT_LIST_HEAD()
list cpu_data_list has been inited staticly through LIST_HEAD,
so there's no need to call another INIT_LIST_HEAD. Simply remove
it from cppc_cpufreq_init.

``make pdfdocs``.  The formatted documentation can also be read online at:

There are various text files in the Documentation/ subdirectory,
several of them using the Restructured Text markup notation.

Please read the Documentation/process/changes.rst file, as it contains the
requirements for building and running the kernel, and information about
the problems which may result by upgrading your kernel.
