Jakub Kicinski 1cb566ba56 scripts/kernel-doc: handle DECLARE_HASHTABLE ...

DECLARE_HASHTABLE needs similar handling to DECLARE_BITMAP
because otherwise kernel-doc assumes the member name is the
second, not first macro parameter.
