Thomas Gleixner f94a18249b genirq: Remove IRQ_MOVE_PCNTXT and related code 
Now that x86 is converted over to use the IRQCHIP_MOVE_DEFERRED flags,
remove IRQ*_MOVE_PCNTXT and related code.
