Oded Gabbay e617f5f4c1 habanalabs: make hdev creation code more readable
Divide the code into 3 different parts:
- Copy kernel parameters
- Setting device behaivor per asic
- Fixup of various device parameters according to the device behaivor.

In addition, remove non-relevant code for upstream (simulator support).

several of them using the Restructured Text markup notation.

requirements for building and running the kernel, and information about
