Deprecate mac-arch, superseded by --with-macarchs

Move --with-macarchs and --with-macsdk to an earlier place in the
configure script.  The flag --with-macsdk is now enabled but it should
also set the MACOSX_DEPLOYMENT_TARGET environment variable (how?).
