* Share New Event's label fitting as LabelledToolbarButton

A toolbar button with an icon and a label that shows only the icon once its
row runs out of room, measured rather than set at a width. New Event now
uses it, and Compose will too. Its spec moves with it.

* Label the Compose button

It shows the compose icon with "Compose", like New Event, and the icon
alone when the sidebar's toolbar has no room for the label. Its tooltip is
still "Compose new message".

* Show a bell on the toolbar's activity button

The button beside Compose and New Event opens the popover of recent opens
and clicks, which reads as notifications. It uses the outline bell the
Reminders toolbar button already has; the pulse moves to the rail.

* Move Activity into its own section on the rail

Activity leaves the mail sidebar, where it sat under each account, and
becomes a root sheet of its own with no sidebar. The rail shows it with the
pulse icon below Calendar, drawn at 20px so it's closer to the other rail
icons. Window > Activity and Cmd+Opt+3 (Ctrl+Shift+3 on Windows and Linux)
open it through application:show-activity, as the rail does, and the
popover's Activity View link goes there too. The section's region and
toolbar get their own labels.

The unused copy of the old sidebar extension in dashboard/main.ts goes with
the perspective it defined.

* Pick an account in the Activity header

Activity shows all accounts, or the one picked in a dropdown beside the
timespan's, rather than the mail sidebar's selection. The pick is saved
like the tab and falls back to all accounts once that account is removed.
The dropdown shows only with two or more accounts.

The header is one row: the title, then the dates covered, the account
dropdown and the timespan dropdown. The line under the title that repeated
the account goes. Reports now compares account ids by value, as Feed and
Engagement do, since the list is rebuilt on every render.

* Rename LabelledToolbarButton to NewItemButton

Both buttons that use it start something new, Compose and New Event, and
both passed the same compose icon and item-compose class, so those are now
built in. Callers pass the label, tooltip and click handler.

* Drop out-of-date Reports scans

A scan that started before the account or timespan changed could finish
last and overwrite the newer one's numbers, which Share then publishes.
Reports now counts its scans and drops a stale one, as Engagement already
does. The account dropdown made this a one-click trigger.

* Add Window > Activity from the Activity plugin

The item lived in the base menus, so with the plugin disabled, or without a
Mailspring ID, it stayed and did nothing. The plugin now adds it after
Calendar when it activates and removes it when it deactivates. Cmd+Opt+3
stays in the base keymaps.

* Put the account dropdown last, and name the account in shared reports

The header reads: title, the dates covered beside the timespan dropdown,
then the account dropdown, so the dates sit next to the dropdown they
belong to. The dates go back inside TimespanSelector, as on master.

A report shared to the web hides both dropdowns, so it follows the dates
with "· " and the account it covers: the picked account, All Accounts, or
the only account. That line uses a new visible-on-web class, hidden in the
app and shown by the shared page's stylesheet.

* Clear up what the old Activity sidebar item left behind

The mail sidebar's Activity icon has no users left, the screenshot skill's
navigation snippet loaded the deleted ActivityMailboxPerspective, and a
sheet.tsx comment's Drafts/Activity example no longer holds.
